My friend says he is weird looking cause he seems to have lips. He looks almost human according to her. I've looked up pictures on the internet, but can't ever find a Shih tzu with a pink nose and pink lips. Does anyone have a dog like this?

yes, I agree. Though I'm sure he is beautiful, but pink noses generally aren't good, and in some breeds, if not all, pink noses can disqualify the dogs for shows, etc. Check on the AKC site and see if it tells you.

Mine is all white with pink lips and nose, but she has brown eyes. And your friend is right! They DO look almost human! I also had a black and white one with a black nose and lips. She didn't look half as "human" as the white one does.
The blue eyes sound interesting, too!
Well, sounds like maybe he is an albino dog. All mammals albino tend to have white hair, light blue eyes and very pale skin. Maybe is you try albino Shih Tzu in a search engine you will find another like him.

More than likely something got cross in the line somewhere. You didn't say where you got the dog or if he had papers or if you seen the mommy and daddy.. But what you said here there was a mixed up somewhere down the line..Sorry but it could be a Shih Tzu mixed with something else.
