Most of the non aggressive breeds will do fine with a Rottweiler, if the Rottweiler has been exposed to other dogs while young, and has positive experience with other dogs.
I would choose a smallish dog that is not territorial, such as a Pug, Cavalier King Charles, Sheltie, Boston terrier, or any of many small mixed breeds.( avoid most of the terriers) Most of the hound group get along well with other dogs, as they have a strong pack mentality..such as a beagle..
Put in your own postal code here, to find the dogs nearest you..Here, most will tell if they are good with other pets> http://search.petfinder.com/search/searc...
My friend has a male Rott, and a spayed female Min Pin..they are the best of friends.
just make sure you dont get a jack russell. it'll get in the rott's face and constantly trying to get attention
I can see your point as you would not want your rott to have to pull an alpha on your little dog.. it would have no chance.. none at all...
so knowing this be very selective in your new small dog as the small ones do not think in size.. and are very courageous and can end up dead..
Be super careful with your selection hon..
good luck to you

I can tell you from experience...
I have a135lbs rotty and a 25lbs schnauzer and they are like mutt and jeff!:) Schnauzers are really great dogs as are rottys!:) Good luck
You are feeling the call of the pack! Dogs are very social animals and usually enjoy each others company as well as yours. If you are interested in a rescue animal, any of the petite breed rescue groups can help you to find the right dog for your rott. The group I volunteer with fosters all the rescue dogs in homes, so any of us would be able to say whether the dog is an alpha, or a submissive dog. I think it's a great idea and good luck finding your new companion!
