What sort of spots are they? Dry, wet, small, big? If they are wet and pussie he could have an infection in his folds of skin or if he has always got his nose to the floor they could just be like humans get acne. Try and keep it clean until you can get to the vets. A coarse of anitbiotics should do the trick.
