It seems that once a month, she has a coppery stench and sometimes, a bloody leakage( it's not a lot and it's not straight blood, it's fluid with a taint of blood ) coming from her anus. Any ideas on what on earth that would be?

If your beagle drags his butt along the floor, or leaves a smelly spot on your furniture, then chances are his anal glands are full. These are 2 small external glands which normally release a fluid when your beagle poops, but if the fluid builds up, itching and leaking can occur, and the fluid smells quite foul. This is a common problem in beagles. Your vet or a groomer can "express" the glands in mild cases. (You can even be taught, if you have the courage!) In more serious cases, the glands may become impacted, causing pain. Feeding high-quality dog food or adding fiber in the form of vegetables to firm up the stool can often prevent anal gland problems, but some beagles are just prone to it and they have to be expressed once a month or so.
Have the vet or groomer express her anal glands, and then begin adding 1 Tbsp. 100% canned pumpkin plus 1 tsp. unflavored Metamucil to each meal. The added fiber will bulk up her stool to the point where the glands will (hopefully) express naturally when she defecates.
Sounds like Anal glands. You might want take her to a Vet and see if they are impacted, and once they are cleared, you can ask the Vet to show you how to express them when bathing your dog.
I am going by your smell description , the blood could be if the glands are irritated, like when a dog drags their butt across a carpet or the grass, which they will do to relieve the glands if they aren't expressed during grooming. You should check with a Vet first, rather than a groomer though, to be sure she doesn't have an infection of some sort that needs treatment.
TAKE HER TO THE VET!! She could have something serious and be in alot of pain. Take her NOW!
Once a month and a female dog... is she fixed?
It could be her monthly time.
Also, as people have mentioned, she could have a full anal gland that needs to be expressed.
