my puppy is throwing up a white bubbly substance and will not eat , he will only drink if water is put to his mouth. i do not have the $ for a vet can anyone help

These could be symptoms of contaminated food he has eaten. Try everything you can to get him in to see a Vet. See this site in case he is eating something on this list which has expanded recently:

Your puppy seriously needs to see a Vet. If your pup is eating one of the recalled foods, check with SPCA or Humane Society for references to low cost Vet. That may or may not help. I am very sorry for your situation and hope your puppy will feel better. What I do when my dog wont eat is cook up ground beef drain grease and make brown rice and mix together. Its good for upset stomachs. Eggs are also good for upset stomachs. Also try feeding him by hand. More importantly is make sure he gets water in him. Hope he feels better
Please take your puppy to a vet. Sometimes they will work with you and let you make payments. Just call them all until you find one.
