How do you scold him? You have to be consistant and just keep telling him, 'NO' in a firm voice. Not yelling, because he won't listen to you. Just a deep serious 'NO' will be good. And then just touch him with your finger on his shoulder so he knows you mean it. Obviously don't hurt him, just make your point. Do this EVERY time he starts to get agitated when a dog is outside the fence. Don't start after he's already biting at the fence, you can start before it escelates into vicious behavior.

A nice exercise for this is to have a friend or family member bring their dog on the other side so you can train him to be better with a dog there. Also, please get him properly socialized! Take him to obedience classes or to a dog park to play with other dogs. Keep an eye on him, but he needs to be able to interact with other dogs so he is able to distinguish friends from foes. Good luck.
Better let them meet and let the dogs settle everything. I'll place my bet on the terrier.
My suggestion would be to buy an electric pet fence and put it up a few feet from the other fence,or maybe a shock collar they work well in metering the dogs aggression, simple buzz him (has a buzzer to let the dog know something is coming)then shock it.This I know works well the fence u can pick up for under 25.00 at rural king and it should be at walmart as well
Get them together, they will work it out on their own.
i would kick it right in the fukin head. or you could try a shock caller
Are they fighting or playing? Sometimes it's hard to tell the difference.

If they're playing, and you get along well with your neighbour, ask if it might be possible to cut a small hole through the fence so the dogs can visit and play together. A lot of people do that and it works wonders!

If they are fighting, there is nothing you can do without a lot of cooperation from the other side, because it means either keeping one dog inside when the other is out OR teaching these dogs to get along, which will require a lot of patient work on both your parts.

If you don't expect to be able to work together with the neighbor, you might have to keep your dog inside a lot, or you could try building a second fence inside the first one so there is "neutral" space between the two dogs and they can't snarl at each other face to face. Yes, I said face to face. They can't see each other, but they can sure smell and hear each other! In fact, it might make them even crazier not seeing each other because they can imagine there's an 8-foot monster on the other side of that fence.
it's a game and unless you move the fence to limit the space, you will probably have the problem forever. I don't recommend a privacy fence, they still smell each other. If there is any way for them to come together and play and get used to each other, that will be your only hope.
. You could also try everytime it attacks the fence blow a horn or make a loud distraction and do that Every time he goes to the fence and soon he will just associate the fence with the noise and not the dog. chicken wire tacked to the wood helps with little dogs chewing threw wood.
