He was house trained by his previous owner, and I have another male dog in the house. How can I get him to stop marking my house! I am trying to recrate train him now but he doesnt want to go #2 in the house, and he has marks even when he has already peed outside!

You can't. It's normal dog behavior. It is usually better to get dogs in pairs to avoid this. Since he was 3 when he was neutered, he will already have developed some male dominance issues. Just start crate-training like you would any dog. It will take time, but it will work.
Try wipping his feet with a wash cloth before you let him in.
